The short answer: generally, yes.
A cash bonus for opening or using a U.S. deposit account is generally taxable income. The bank may treat the payment as interest or report it using another appropriate information return. The exact form does not determine by itself whether income is taxable.

Why might you receive a 1099-INT or another form?
Banks describe bonus reporting differently in their current offer terms. Chase says its checking bonus is considered interest and will be reported on Form 1099-INT. Read the form and the issuer's tax notice rather than moving the amount into an interest category on your own.
What if the bank does not send a form?
Do not assume that no form means no taxable income. The IRS specifically says to report taxable interest even if you do not receive Form 1099-INT or Form 1099-OID. Check the issuer's online tax-document area and your mail, then reconcile every cash bonus received during the calendar year. If a form appears wrong or belongs to another person, contact the payer using its official support channel before filing or amending your return.
Keep one simple record for every bonus.
- Bank and account name
- Offer amount and the terms you accepted
- Date the bonus posted and amount actually received
- Account owner or owners
- Information-return type, payer name, and amount, if one arrives
- Any correction request and the bank's response
